Battery Charger Reading 0 Amps. However, when i try to read the amperage from one pin to the other i always get zero. Any lower and you are reading battery voltage not charging.

Checking battery chargers is very easy with a multimeter. Just match the reading of the meter with the batteries. Any lower and you are reading battery voltage not charging.
